EU AI Act

EU AI Act Competence Evaluation

See what your people can actually do with AI, and document the AI literacy measures the AI Act asks for.

The regulation

What the AI Act asks for now

Article 4

AI literacy

In force since February 2025, wording updated by Regulation (EU) 2026/1744 in July 2026. Providers and deployers must take measures to support the AI literacy of their staff, fitted to their knowledge and context of use. It does not require guaranteeing a specific level for any individual.

Article 26

Human oversight

From 2 December 2027, people assigned to oversee high-risk AI systems need the necessary competence, training and authority. That means you have to know who has it.

Updated October 2026. Not legal advice.

The gap

Training alone doesn't show where the gaps are

Most AI literacy offers are a 60-minute course and a certificate. That records attendance, not ability. Our evaluation measures what people do with AI on a real work task, so your measures can go where the gaps actually are.

Method

How the evaluation works

  1. 1

Every employee or role group does a 30–45 min practical task with the AI tools they normally use.

  2. 2

We score two things the same way for every organisation: how they work with AI (prompting, iterating, checking the output) and the quality of the result.

  3. 3

You get an organisation-level report by role group, plus a log of the measures you take afterwards.

The report

What's in the report

  • AI literacy baseline by role group
  • Gap areas and recommended measures
  • Article 4 measures log (what was done, for whom, when)
  • Article 26 oversight readiness for high-risk use cases
  • Comparison against the Initiative's benchmark as data grows
  • Methodology appendix and version/date stamp

Available as a PDF export.

Coverage

Built for every EU country

The same method and scoring apply in all 27 member states, so groups operating across borders get comparable results.
